Medico-Demographic Situation in Ukraine and Its Impact on Rehabilitation Needs Formation Under Armed Conflict | Ukrainian Medical Journal

The full-scale war in Ukraine has substantially changed population size, age structure, migration patterns, and morbidity profile, directly affecting rehabilitation needs. Depopulation, population ageing, internal displacement, combat trauma, and mental health disorders together create sustained demand for rehabilitation services. Objective: to analyze the medico-demographic situation in Ukraine in 2024–2025 and determine its impact on rehabilitation needs formation. Object and methods of the research. The study object comprised medico-demographic processes and population groups requiring rehabilitation. Descriptive epidemiological analysis, time-series analysis, GIS analysis (E2SFCA), proportional need estimation, and cascade modeling were applied. Data were obtained from the State Statistics Service of Ukraine, the Center for Medical Statistics of the Ministry of Health of Ukraine, the National Health Service of Ukraine, UNHCR, IOM, OHCHR, and WHO. Results. The population in government-controlled areas was estimated at 29–33 million; the share of people aged 60 years and older reached 24.5%; the total fertility rate decreased to 0.9–1.0; the number of internally displaced persons exceeded 5 million; and 4.5–6.8 million people required rehabilitation. Four major types of spatial disparities between needs and available resources were identified.

Conclusions. Rehabilitation needs in Ukraine are long-term and wave-like; therefore, planning of service networks, workforce, and financing should rely on medico-demographic forecasting.
